What is most important when evaluating a diamond, clarity or color?

I learned that the color and clarity are both important in determining the value of a diamond, but it's very expensive to buy a diamond of high quality. So, I wonder what people prefer to buy a high grade is clarity and low color? or high color and low in clarity? And that is better, diamond color / clarity is D/SI2 or color diamond / H/VVS2 clarity?
